How the budget process works
The Board builds the budget over the fall and winter, then sends it to a public vote in the spring. The cycle moves through four stages:
- Priorities and guidelines. The Board sets budget priorities and reviews enrollment trends and tuition figures that shape spending.
- Development. Administration drafts the budget; the Board reviews it across a series of public presentations from November through February.
- Public forums. The community reviews the draft and gives input at outreach meetings before the budget is finalized.
- Warning and vote. The Board “warns” the budget article — Vermont’s term for formally posting it for a public vote — and residents of the member towns vote on it at the Annual Meeting.
Key dates
Annual Meeting vote. Voters in the HUUSD member towns decide the budget by Australian ballot (voting at the polls, not from the floor) on Town Meeting Day in early March. Check the Annual Meeting Warning and Ballot above for the exact date, polling hours, and locations in your town.
- November – January. Board budget presentations and development meetings.
- January – February. Public budget forums and outreach meetings.
- Early March (Town Meeting Day). Residents vote on the warned budget article.
